TRAVNIK, June 8 (Hina) - European mediator for the Federation of
Bosnia-Herzegovina Christian Schwarz-Schilling said on Saturday
that he did not believe conditions for September elections in
municipalities would be created, but that it was realistic to
expect elections to take place on the levels of the Federation and
cantons. #L#
Bosnian Federation Premier Zeir Mlivo and the ministers at the
Central Bosnian Canton government informed Schwarz-Schilling that
there were no spatial, financial or material conditions needed for
the functioning of the government.
Besides, a large number of displaced persons were from the
canton and the slow establishment of a joint police force limited
the level of human rights, especially the right of everyone to
return to their homes, Mlivo said.
Expressing satisfaction that a discussion about concrete life
issues was taking place instead of about ideological issues,
Schwarz-Schilling said that the establishment of a joint police
force was a priority of the cantonal authority.
If a joint police force was not established, monitors would be
appointed and the international police would have extended
jurisdiction, as well as IFOR's help, and would thus ensure the
basic human rights, Schwarz-Schilling said.
Speaking of the obstructions of the Federation, of local
origin, Schwarz-Schilling said that the international community did
not have instruments of authority such as in Germany after World
War II, but that there were sanctions such as Bugojno already felt,
adding that other methods were in preparation which would make the
federal partners respect agreements.
If the agreements did not begin to be implemented, a new war
would break out soon, Schwarz-Schilling said.
He added that the war would be fought without any form of
cooperation by the international community, not even humanitarian.
"This is a warning," Schwarz-Schilling said.
