ZAGREB, April 17 (Hina) - The Parliament House of Representatives on Wednesday concluded a discussion on a bill on referendum and other ways of personal participation in government and local self- government activities, which had been
sent for urgent adoption by the Government.

Opposition representatives made several complaints on
regulations relating to the right of Croatian citizens with
permanent residence outside Croatia to take part in state
referendums.
They also made a number of objections relating to the
consultative referendum, which is a new type of referendum proposed
by the bill.
In relation to the Opposition's complaints about the proposal
that Croats without permanent residence in Croatia vote at a
referendum, Zdravko Sancevic, a member of the Croatian Democratic
Union (HDZ), said he was shocked at the discrimination of Croatian
citizens because of their "place of residence". No one would ever
discriminate against or separate Croats from their homeland because
they live outside Croatia, he said.
The right of Croatian citizens without permanent residence in
Croatia to take part in a state referendum was provided for by the
Constitution, said Vladimir Seks (HDZ), adding that the Opposition
would have reacted in a very different way had it received more
votes from Croats with residence outside Croatia during the last
elections.
The HDZ parliamentary bench proposed that the bill be passed
with amendments proposed by the Committees for the Constitution,
the rules of procedure, the political system, and legislation.
