RIJEKA, March 20 (Hina) - The leadership of the Rijeka County (northern Adriatic) on Wednesday sent a letter to President Franjo Tudjman asking him 'to protect legality and development of local self-government'.

The letter, signed by all members of the county leadership,
except for the head of the Finance Department, said that 'it has
been 111 days since the dissolution of the Rijeka County Assembly
and the Croatian Government has not called elections for the new
county assembly. It should have done this within 60 days from the
dissolution of the county assembly, as provided for by law, the
letter said.
Damage caused by the non-functioning of the executive
authority and county administration was bigger every day, the
letter said.
The Rijeka County Assembly was dissolved on 29 November by the
Rijeka County Prefect. In the decision on the dissolution of the
Assembly, Rijeka County Prefect cited as reasons for his decision
'the failure of the leading political parties in the County to
reach agreement', adding that 'this obstructed the functioning of
the county leadership and self-management bodies'.
Opposition parties of the governing coalition, however,
accused the Croatian Democratic Union (HDZ) of having instigated
the dissolution of the Rijeka County Assembly with the aim of
securing power 'in those areas as well where it had not received
support from the electorate'.
