OSIJEK, March 11 (Hina) - The head of the Croatian government Office for temporary administration in eastern Slavonia, Baranja and western Srijem, Ivica Vrkic, on Monday forwarded a letter to the UN Transitional Administrator, Jacques
Klein, in connection with assessing war damage in the still occupied areas of Croatia.
OSIJEK, March 11 (Hina) - The head of the Croatian government
Office for temporary administration in eastern Slavonia, Baranja
and western Srijem, Ivica Vrkic, on Monday forwarded a letter to
the UN Transitional Administrator, Jacques Klein, in connection
with assessing war damage in the still occupied areas of Croatia.

"The assessment of war damage is a step which precedes plans
for the return of displaced persons and reconstruction," the letter
said, in part.
Damage assessment should involve representatives of the Osijek
and Vukovar counties, UNTAES experts and local Serb
representatives, the letter said.
According to Vrkic's proposal, the assessment should be
conducted in two stages. The first stage would consist in making a
general survey of the damage, while the second stage would involve
a detailed examination of damaged facilities in order to arrive at
precise data.
Damage assessment should respect the following order of
priority: local infrastructure and housing facilities, companies,
cultural monuments, damage to the environment, and, eventually,
damage arising from the loss of life and health.
