FEDERATION PRESIDENT ADDRESSES BOSNIAN CROAT PARLIAMENT

MOSTAR, March 9 (Hina) - The Bosnian Moslems publicly support the Federation but in practice they are doing everything that decisions on crucial issues are made outside the Federation, Bosnian Federation president Kresimir Zubak told a session of the Bosnian Croat parliament in Mostar on Saturday. "To us (Croats) the Federation is an end while to them (Moslems) it is a means to another political end," Zubak said, adding that the Moslems still had not changed their political concept of Bosnia-Herzegovina as a civic state. Zubak said that room for achieving the goal of a unitary and civic Bosnia-Herzegovina had been substantially reduced after the institutional separation of the governments of the Federation and Republic of Bosnia-Herzegovina. But there were still attempts to attain that goal by the unlawful expansion of republican powers at the expense of federal authorities and the establishment of parastate institutions such as the so-called Research and Documentation Agency (AID) and various coordination committees, he said. "As Dayton deadlines get nearer (...), we can expect more neurotic political and other reactions like the one on the establishment of the AID and its centres for terrorist training and Mujaheddin flags stuck yesterday above Croat villages near Kiseljak. We can expect a real anti-Croat campaign the aim of which will be to prove that the Croats are against the Federation and to find an excuse and alibi for other political options," Zubak said. However, Zubak expressed confidence that current difficulties in establishing the Croat-Moslem Federation would be overcome with the establishment of federal bodies and greater representation of Croats in Sarajevo. Deputies were expected to discuss the gradual transfer of civilian authority from the Croat Republic of Herzeg-Bosnia to the Federation of Bosnia-Herzegovina. (hina) vm jn 091532 MET mar 96
