Metscher stressed that the EU Administration of Mostar
expected all candidatures for the post of mayor to arrive by 15
March. By that date the EU Administrator of Mostar would nominate
members of the electoral commissions.
Metscher recalled that the Dayton peace accords envisaged
the elections in Mostar to be held by the end of May at the
latest.
Under the Dayton peace accords, only those citizens who
had been registered in the 1991 Census and who had stayed in
Mostar during the war and were permanent residents of Mostar, had
the right to vote, Metscher said.
The EU Administrator of Mostar Hans Koschnik would decide
on Friday that the EU Administration of Mostar should directly
take over control of the central city zone until the elections,
Metscher said.
Metscher said that an amendment to a tenancy rights
decree would take effect in Mostar, but could not say when. The
amendment would enable owners of flats to return to them.
If the mandate of the EU Administration should be
extended, "the roles and functions of the Administration will
change. It will have an advisory role and will be providing
financial help", Metscher said.
last Thursday, Mr Koschnik had received the president of
the Croatian Social-Liberal Party (HSLS), Vlado Gotovac, Metscher
said. The EU Administration was trying to encourage all parties
to participate in the elections, not just the two leading ones,
Metscher said.
