MOSTAR, Feb 13 (Hina) - Western Mostar Mayor Mijo Brajkovic on Tuesday sent a letter to the U.S. Assistant Secretary of State Richard Holbrooke. In the letter, which was also sent to the Croatian news agency Hina, Brajkovic said that
he was encouraged by Holbrooke's message directed to all parties during his visit to Sarajevo. Holbrooke said that he was there in order to 'ensure the full implementation of the Dayton Agreement, without any changes and exceptions'.
MOSTAR, Feb 13 (Hina) - Western Mostar Mayor Mijo Brajkovic on
Tuesday sent a letter to the U.S. Assistant Secretary of State
Richard Holbrooke. In the letter, which was also sent to the
Croatian news agency Hina, Brajkovic said that he was encouraged by
Holbrooke's message directed to all parties during his visit to
Sarajevo. Holbrooke said that he was there in order to 'ensure the
full implementation of the Dayton Agreement, without any changes
and exceptions'. #L#
"With the decision of the European Administration of Mostar of
February 7, 1996, on the Temporary Statute of Mostar and Elections,
which was reached by EU Administrator Hans Koschnik, the following
principles of the Dayton agreement have been violated:
1. The principle of Item 3 of the Dayton Agreement, which
concerns the organisation of the City of Mostar and which says that
the City of Mostar should consist of six separate municipalities,
has been violated by Mr Koschnik's proposal according to which the
territory of the City of Mostar should consist of six
municipalities and a central zone.
The regulation agreed upon in Dayton does not mention the term
'central zone'.
2. The principle of Item 12 of the Dayton Agreement which
concerns the organisation of the City of Mostar, that is, the
elections, says that each person who is 18 years old or above this
age and is registered in the 1991 Census, and who has residence in
the City of Mostar during the elections - has the right to vote and
be voted to the City Council and municipal councils. This principle
has been violated by an amendment to Article 16 of the Regulation
on Elections which says that the citizens who have residence in the
central zone would be registered in the central zone's election
list. In this way, their active and passive voter's right has been
restricted to the City Council.
The Regulation on Elections, proposed by Mr Koschnik, is also
violating Annex 3 of the Dayton Agreement which also includes a
regulation of the Copenhagen Conference on Human Rights held in
1990.
EU Administrator of Mostar has also violated the Constitution
of the Federation of Bosnia-Herzegovina since he disregarded the
regulation on human rights and basic freedoms, provided for in
Paragraph II, Article 2, Item b", Brajkovic said, among other
things.
He reiterated that 'the Croats confirm their attachment to the
spirit and text of the Dayton Agreement'.
