Commenting on Koschnik's Thursday meeting with Croatian
Defence Minister Gojko Susak, Martin Garrod said they had discussed
law and order in the city and added the key problem was in
delimitation of the six municipalities, agreed in Dayton.
"Susak has confirmed to do all he could to restore order in
the city," Garrod said, adding they had clearly expressed
dissatisfaction with the current police force in western (Croat-
controlled) Mostar.
"Susak has spoken very positively on the Federation of Bosnia-
Herzegovina, but stressed cantons were the basic solution," he
said, adding they had also discussed the problem of the refugees
who could not return to Mostar as long as those currently in the
city did not return to (Bosniac-held) Bugojno and (Croat-held)
Stolac and Capljina.
Garrod also spoke on the Thursday's visit to the EUAM by IFOR
ground commander General Michael Walker, who had clearly said that
"the Federation's internal problems were not part of the IFOR
mandate."
