remained in force.

said today he would not accept a mandate to form a new central
government of the Bosnian Federation if the Government Act, passed
at the last Bosnian Parliament session, remained in force. #L#
Silajdzic today met senior Bosnian HDZ officials Bozo Rajic
and Ivo Lozancic, with whom he discussed the establishment of a new
government. In a statement to the Bosnian TV following the meeting,
Silajdzic stressed the point of state institutions was to protect
Bosnia's sovereignty and integrity, reconfirmed in Dayton - but the
Act would contribute to undermining the central government bodies.
According to Silajdzic, the moot point was the provision that
the new government should have five ministries instead of six. He
contended that the Act was passed "under pressure" and that
"violence had been perpetrated over parliamentary democracy."
Under such circumstances he could not accept the mandate to form
a new government, Silajdzic concluded.
