CRO GOVT PRESENTS DRAFT STATE ADMINISTRATION REORGANISATION PLAN ( Editorial: --> 0984 )

( Editorial: --> 0984 ) ZAGREB, Nov 14 (Hina) - Croatian Prime Minister Zlatko Matesa on Friday presented to representatives of all Croatian counties the Draft Programme of the Reorganisation of the State Administration, which was drawn up by experts of the eminent London-based Adam Smith institute. The programme was co-financed by the British government. Croatia cared for its state administration and wanted it to be efficient and inexpensive, working to the benefit of the individual, Matesa said. He warned that it was necessary to prevent capable people from leaving the state administration, and recalled the Parliament's request for the situation and cost of the state administration to be considered. Administration Minister Davorin Mlakar said the assessment of the situation in two counties would begin in early January 1998, based on the programme of reorganisation, which was only the first phase in the whole undertaking. The assessment of the situation should show what part of administration functions could be placed on the market, as the privatisation of a part of public services. Mlakar said the reorganisation process would result in a reduction of the number of employees, and in an increase of salaries of those who are to remain working in the state administration.
