SARAJEVO, Sept 6 (Hina) - I believe that local elections in Bosnia-
Herzegovina will be held on 13 and 14 September, when they have been
planned, the head of the OSCE mission in Bosnia-Herzegovina, Robert
Frowick, has said in Sarajevo.
On Saturday's news conference, the U.S. diplomat said that the
elections had to be conducted on schedule, according to the firms stand of
the international community.
This was confirmed at a Copenhagen ministerial meeting of the
OSCE (the Organisation for Security and Cooperation in Europe) and on
Friday's session of the Contact Group in Brussels.
Frowick added that following his recent meetings with Croatian and
Yugoslav Presidents Tudjman and Milosevic respectively and all three
members of the Bosnian Presidency he believed more firmly that Bosnian
municipal elections would be held on 13 and 14 September.
Asked whether there were many cases of the registration of eligible
voters that are newcomers in municipalities in which they had not lived
before 1991, the U.S. Ambassador said that it was now certain that in some
municipalities votes of refugees would outweigh votes of natives who had
lived in municipalities in question before the war.
He stressed that it was in the interest of all political parties that the
voting be held on 13 and 14 September.
Asked whether disputes with the Bosnian Serb side had been settled,
he did not answer concretely. Frowick said that no concrete agreement had
been reached at meetings with Bosnian Serb entity's premier Gojko
Klickovic and the leader of the Serb National Party (SNS), Aleksa Buha, at
Pale. He said that during his meeting with the Bosnian Serb entity's
President Biljana Plavsic on Friday they had considered preparations for
local elections. Frowick added intensive talks with the Pale leadership on
the matter would continue in the coming days so that Bosnia's provisional
election commission could reach a compromise next Tuesday.
Speaking of security and safety of people who would like to pass the
interentity boundary during the election, Frowick said that both the Croat-
Moslem Federation and the Serb Republic showed will to ensure transport
for such people, while the NATO-led Stabilisation Force (SFOR) and the
international police (IPTF) would help the two entities in that job.
