PROPOSAL ON RETURN OF CROATS TO BUGOJNO ACCEPTED

BUGOJNO, Aug 26 (Hina) - Bosnian Croat and Moslem officials on Tuesday accepted a proposal on the unconditional return of displaced Croats to the Bugojno area of central Bosnia. The meeting, instigated by international High Representative to Bosnia-Herzegovina Carlos Westendorp, also involved representatives of his office. Under the proposal, in the first phase of the return process displaced Croats would be able to return to four villages: Curcica Lug, Kopcic, Durlije and Causlije, all of which, except Kopcic, had a majority Croat population before the war. There are about 465 houses of various degrees of damage, some of which are inhabited by Moslems. A representative of the Moslem population of Jajce delivered to the Croat side a list of 297 Croat houses occupied by Moslems of Jajce who were soon to return to their homes. In order to enable the return of Croats to Bugojno, a joint commission was set up to register all family houses in the four villages included in the first phase of the return process, while the rest of Croat property in the entire municipality would be registered afterwards. A proposal by the president of the Bugojno branch of the Croatian Democratic Union (HDZ) party, Ante Mustapic, that all Croat-owned apartments currently used by Moslems be registered, was rejected by Bugojno mayor Dzevad Mlaco, who argued that the issue was being considered at the highest federal level. Minna Jarvenppo, head of a high UN delegation for the implementation of the Dayton accords, said that the international community had never recognised the Law on Temporarily Abandoned Property and the Law on Abandoned Apartments, because they were in contravention of the Dayton peace agreement.
