Stressing that four such workshops had taken place so far, a
Council of Europe envoy at the Local Democracy Embassy, Francois
Friedrich, said the objective of the meeting to get acquainted with the
mechanisms of the European Convention on Human Rights and to promote the
rule of the law.
Osijek's deputy mayor Damir Klasicek and chief of the UNTAES legal
issues department, Vinston Tabmen, spoke about the importance of human
rights and stressed that it was not enough to pass legal provisions,
but also to form a system which would guarantee human rights.
Croatian ombudsman Ante Klaric called on jurists from the UNTAES-
controlled area to implement Croatian laws with the aim of protecting
fundamental human rights.
"A speedy implementation of Croatian laws in the Danube river
region will be a guarantee of protection and realisation of human
rights," Klaric stressed.
The workshop is to end on Friday with the adoption of a resume.
