Considering a report on the situation of the local administration
in some member countries, including Croatia, the Council of Europe's
Congress of Local and Regional Authorities in Europe asked Croatia to
revise its law on local administration so that the dual status of
prefects, who are currently representatives of both the local and state
administration, could be abolished, Obuljen told reporters upon his
arrival from Strasbourg, where he attended the Congress' fourth
conference from 3 to 5 June.
The Congress suggested to Croatia to separate those two roles
Croatia's prefects currently have, so that conflicts of interests could
be avoided, Obuljen said.
The Congress also asked Croatia to ratify the Charter on Local
Self-Government, which is one of the commitments Croatia took over at
the time of its admission to the Council of Europe.
According to Obuljen, Croatian Parliament should adopt the Charter
this autumn.
