representatives, however, the Albanian side again refused dialogue
requesting that it be conducted with international mediation.
The Serbian government released a statement saying Milutonovic
held meetings with representatives of national minorities in
Kosovo and Serbian parliamentary parties on adopting a joint
proposal of a political framework for self-government in the
province.
Political representatives of Kosovo Albanians however, refused
Milutinovic's invitation for talks, saying the Serbian offer was
"not serious" and aimed at achieving propaganda effects.
The vice president of the Kosovo parliament (which is not
recognised by Serbia), Gjergj Dedaj, said the Albanian side was
willing to accept dialogue only with mediation by the international
community, primarily the United States and European Union.
