ZAGREB, Nov 19 (Hina) - The president of the Croatian Democratic Union (HDZ) parliamentary bench, Vladimir Seks, on Friday said the Parliament President, party presidents, and heads of parliamentary benches should at a meeting today discuss the possibility of introducing the institute of temporary disability of the President of the Republic to perform his duties. #L# "At today's meeting we should discuss the need to adopt a law or an amendment to the Constitution" which would introduce "the institute of temporary disability of the President of the Republic to perform his duties", Seks told reporters at a seminar entitled "Public Administration in a Democratic Society" at Zagreb's 'Sheraton' hotel. It was announced yesterday that today's meeting between the Parliament President, party presidents and heads of parliamentary benches should tackle the possible convening of another session of the House of Representatives. Seks said the Constitution provided only for the institute of permanent disability of the President of the Republic. The reason for the latest decision is President Tudjman's condition, which is improving, one should regardless seriously consider introducing the institute of temporary disability, Seks said. Such a solution should be adopted by consensus "with full respect for the person, dignity and the key role of President Tudjman as the architect of the Croatian state, its freedom, and independence", Seks said. Should the institute of temporary disability envisage that it is the Parliament President who stands in for the President of the Republic, the Parliament President would be the person to call the elections and proclaim laws adopted by the House of Representatives.
