During the talks with his British counterpart Jeff Rouker, Skara
said they "agreed on the methods of obtaining old age retirement in
both countries; this contract also enables Croatian citizens to
obtain disability retirement in line with British regulations even
after their return to Croatia".
An important novelty in the convention is that disability

The Croatian minister was also informed about the organisation of
the British system of social care and protection, incentives for
the employment of the youth, methods used in fighting unemployment,
the pension system, and methods of securing the functioning and
collection of contributions for social insurance.
Skara said he invited Rouker to visit Croatia. Expert cooperation
"which should reflect on the process of reforming pension
insurance, which is in full swing in Croatia" was agreed on in talks
with the director in charge of Britain's pension policy, Margaret
Pierson.
Allain Pioux, director of the European Bank for Reconstruction and
Development (EBRD) team for Croatia, the Czech Republic, Slovakia,
Hungary and the Baltic countries, expressed interest of the EBRD in
actively participating in the establishment of new pension
insurance funds in Croatia.
