discontinued negotiations on a new election law with the Croatian
Democratic Union (HDZ) until the HDZ agrees to a consensus on the
law and changes to the Law on Croatian Television (HTV).
"Yes, the talks will not resume until that issue is cleared", Social
Democratic Party (SDP) president Ivica Racan told a news conference
at Croatian Parliament building.
HDZ negotiator Vladimir Seks today handed to the Opposition Six a
letter saying he refused their suggestion that prior to the
adoption of the election law, one should organise a parliamentary
debate on Croatian intelligence and security services, set up a
commission of inquiry to probe into possible abuse of those
services, adopt by consensus laws on Croatian Radio and Television
and constituencies as well as endorse a code of conduct among
political parties in the period prior to the elections.
Seks claims these are additional demands of the Opposition Six,
which is a violation of the May agreement between the Opposition Six
and the HDZ regarding the principles of election legislation.
Seks called on the Opposition Six to meet tomorrow and clear
together the remaining differences in the interpretation of the
agreement before the public.
The Opposition Six, however, accuse the HDZ of violating the
agreement. They claim the May agreement envisages a consensual
agreement on election legislation and changes to the Law on HTV.
That is why they described as unacceptable Seks's statement saying
the bills on elections, constituencies and changes to the Law on HTV
can be included in parliamentary discussion in the first reading.
The HDZ negotiator last week announced that his party could in
September submit to the Sabor its own bills if the Opposition
refused to reach an agreement this summer. That delay could cause
the postponement of elections, possibly for January next year, when
the legal deadline for holding elections expires, he added.
