mayor Stipan Kraljevic at a special session of the town's authorities. The mayor took the opportunity to point out that some 4,000 returnees, 70 percent of the pre-war population, had come back to Ilok after being expelled by the Serbian aggressor in 1991. Kraljevic also spoke about the numerous problems obstructing further return and reconstruction, the biggest being the slow reconstruction of the utilities and the slow economy revival. Another problem are irregular pay-cheques. "To be a honorary citizen of Ilok is a great honour, as well as an obligation for the future," Kosor said, and told the residents of Ilok to be patient and persevere in the return
