ZAGREB, June 1 (Hina) - The president of the Croatian ruling party's parliamentary bench, Vladimir Seks of the Croatian Democratic Union (HDZ), on Tuesday submitted to Luka Trconic, coordinator of a group of six opposition parties,
the draft bill on the election of representatives into parliament. According to the bill, 108 representatives in the House of Representatives would be elected in nine electoral units in Croatia. They would be elected according to the proportionate system, by electing in every unit 12 candidates based on party, coalition, and independent lists of candidates. Members of national minorities would be entitled to five representatives. Voters without permanent residence in Croatia would in a separate electoral unit elect representatives based on lists with 12 candidates. The number of Diaspora representatives would be established by applying the so called unfixed quota.

parliamentary bench, Vladimir Seks of the Croatian Democratic
Union (HDZ), on Tuesday submitted to Luka Trconic, coordinator of a
group of six opposition parties, the draft bill on the election of
representatives into parliament.
According to the bill, 108 representatives in the House of
Representatives would be elected in nine electoral units in
Croatia. They would be elected according to the proportionate
system, by electing in every unit 12 candidates based on party,
coalition, and independent lists of candidates.
Members of national minorities would be entitled to five
representatives.
Voters without permanent residence in Croatia would in a separate
electoral unit elect representatives based on lists with 12
candidates.
The number of Diaspora representatives would be established by
applying the so called unfixed quota. The total number of voters who
voted in the separate electoral unit would be divided by the number
of votes necessary for one representative seat in that electoral
unit in Croatia which registered the smallest number of voters.
As regards minorities' representatives, unofficial sources say it
has been motioned for members of the Serb, Italian, and Hungarian
minorities to elect one representative each. Members of the Czech
and Slovak minorities would candidate one joint representative, as
would the German, Austrian, Jewish, Ruthenian, and Ukrainian
minorities.
The electoral threshold would be uniform, five percent, for both
individual and coalition lists.
To ensure equality during electoral campaigns for all parties, the
Lower House would within a month of the passing of the new electoral
law pass rules on Croatian Radio-Television work during the
campaigns.
The State Electoral Commission would have a standing and expanded
composition. The standing would include the president of the
Supreme Court, and four members and their deputies would be
appointed by the Constitutional Court from the ranks of Supreme
Court judges and prominent lawmen.
The expanded composition would include three representatives of
the ruling party and three of the opposition.
The HDZ bill also envisages the establishment of an ethical
commission, a supra-party body which would issue statements and
warnings to promote and realise ethical and democratic principles
during elections. The commission would include six members, three
from the ruling and three from opposition parties, and would be
presided by the president of the Croatian Academy of Arts and
Sciences.
Electoral units would be established according to a separate law,
on condition that there cannot be more than five percent in
difference in the number of registered voters in each unit.
The draft of a law on electoral units was not submitted to Trconic
today as previously announced.
The draft of the electoral bill was today submitted also the bench
representatives of Opposition Six parties, who should voice their
opinions by the end of the week.
