ZAGREB, May 27 (Hina) - After the International War Crimes Tribunal (ICTY) issued an indictment against Yugoslav President Slobodan Milosevic, Amnesty International, an organisation for human rights' protection, on Thursday applauded
the decision that a head of state could be charged with war crimes and crimes against humanity. The Amnesty International welcomed the confirmation of the rule of international law under which nobody, regardless whether they were the president of a country or an ordinary soldier, could be exempt from the responsibility for above mentioned crimes. It stressed that the decision on issuing this indictment should not affect peace negotiations with other Yugoslav officials. This organisation recalls that all states including Yugoslavia (Serbia/Montenegro), are obliged by the international law to apprehend all persons for whose arrest an international warrant has been issued.(hina) jn ms
