ZAGREB, May 5 (Hina) - The Croatian Parliament House of Representatives on Wednesday debated a Government's proposal on changes to the Law on the System of State Administration. Most of their objections referred to the regulation
according to which the ministries should have state secretaries, in line with a special decision by the Government. A state secretary would be appointed by the President of the Republic and he would be a state official. Despite explanations by Assistant Administration Minister Antun Palaric that state secretaries would be appointed only in a small number of ministries and where such an office proved necessary due to the scope of a ministry's activities, the Opposition warned that it was audacious to propose increasing the number of state officials in the current economic situation. Representatives on Wednesday debated a Government's proposal on
changes to the Law on the System of State Administration.
Most of their objections referred to the regulation according to
which the ministries should have state secretaries, in line with a
special decision by the Government.
A state secretary would be appointed by the President of the
Republic and he would be a state official.
Despite explanations by Assistant Administration Minister Antun
Palaric that state secretaries would be appointed only in a small

to the scope of a ministry's activities, the Opposition warned that
it was audacious to propose increasing the number of state
officials in the current economic situation.
Opposition MPs warned that the proposal meant the reinforcement of
the role of the President of the Republic over the Parliament and
Government.
Petar Zitnik (Croatian Peasants' Party, HSS) believes "the HDZ is
securing a strong role in every ministry for times to come soon".
The Liberal Party (LS) bench opposed the adoption of the bill. The
party also opposed the establishment of the State Office for the
Croatian Language, adding one good proof-reader at the Government
would be sufficient.
