ZAGREB, April 21 (Hina) - The Croatian National Sabor's House of representatives on Wednesday debated six bills on national and nature parks. The most heated discussions were prompted by changes to the Law on the National Park and
Memorial Area of Brioni, which, among other things, envisage the change of the names of some islands and isles, including the change of the name Brioni into Brijuni. According to the changes to the Law on the National Park and Memorial Area of Brioni, the toponym Vanga would be renamed into Krasnica, Okrugljak into Obljak, Madona into Pusti Otok, and Kozada into Kotez. This proposal was strongly opposed by Dino Debeljuh of the Istrian Democratic Assembly (IDS), who said that some of the new names were chosen inexpertly. According to the changes to the Law on the National Park and
Memorial Area of Brioni, the toponym Vanga would be renamed into

According to the proposed bills, the region of North Velebit would
be proclaimed a national park, while Kopacki Rit, Ucka and Mt Papuk
would be proclaimed nature parks.
The Lower House decided to send into the third reading the final
bill on tobacco. Changes to the Law on the Croatian Guarantee Agency
will probably also be sent into the third reading.
The MPs today also debated changes to the Law on the Register of
Corporations, which should enforce a government regulation saying
the founder of a new company would have to submit a certificate
confirming he has no unpaid obligations as regards taxes and
pension and health insurance contributions, when registering with
the Register of Corporations.
In a short debate, Hrvoje Kraljevic of the Croatian Social-Liberal
Party (HSLS) opposed the proposal that the state, counties and
municipalities be exempt from these regulations, saying it was
exactly those three that were the main generators of the internal
debt. Bozo Kovacevic of the Liberal Party (LS) agreed with this
assessment, adding one should publish how many physical and legal
entities have avoided their legal obligations and how much damage
has been caused in that way.
Opposition benches strongly criticised the proposed changes to the
Law on Tax Administration transferring the control of payment of
pension and health insurance contributions to the Tax
Administration.
Josko Kontic of the HSLS wanted to know how the state could force
private entrepreneurs to pay taxes and contributions if state-
owned companies were not paying them. The solution is not in
introducing new repressive laws, but in changing the situation in
the economy, said Pavo Sarcevic of the Croatian Peasants' Party
(HSS).
The Lower House continues its 39th session on Thursday.
