donors' conference in Bosnia-Herzegovina, which should grant the
last portion of funds promised to the country by the international
community for reconstruction purposes, are still not known,
although different sources say it could be scheduled for May 20.
The date of the conference would only be a framework date, because
there will be no donors' conference if the sides in Bosnia-
Herzegovina fail to meet requirements set by the international
community, said James Ferguson, spokesman for the Office of the
High Representative (OHR), at a news conference in Sarajevo on
Tuesday.
The decision on whether and when the donors' conference will be
scheduled depends, perhaps now more than ever, on the parties in
Bosnia-Herzegovina, Ferguson said.
The earlier published requirements included different requests
ranging from the acceleration of refugee return, the beginning of
serious reorganisation of the banking system and the cancellation
of the existing payment operations bureaus to the adoption of a law
on a Federation radio and television.
It is expected that the conference should secure at least US$850
million. At his last meeting with the BH State Presidency, High
Representative Carlos Westendorp presented an optimistic
assessment saying the conference could help raise even one billion
dollars. Should this amount be granted, the total help granted so
far to Bosnia-Herzegovina would amount to US$5.1 billion, which is
the amount initially promised to Bosnia upon the completion of the
Dayton peace talks.
