Cellars of some buildings in Pristina are being adjusted to offering shelters, after NATO approved air strikes against Serbia. The Pristina-based daily "Jedinstvo" in the Serbian language quoted the general of the Yugoslav Army, Nebojsa Pavkovic, as saying that the Yugoslav units are poised to response to force by force. Ethnic Albanian leaders, who have insisted on the international military intervention for some time, have not yet commented the NATO decision on military operations against the Belgrade regime
