shameful, scanty report, five pages filled with numbers and statistics, but without one concrete example, case, or name, Hrvoje Kraljevic stressed on behalf of the Croatian Social Liberal Party (HSLS) bench. The Social Democratic Party (SDP) bench cannot accept the report, as it does not say what was given to whom, why or under what conditions, Mato Arlovic said. Kraljevic pointed out the concession tender for the mobile communication network GSM, worth three billion German marks. Arlovic also recalled cases of the Moslavina television, Split's
ATV and the GSM network. He warned that eleven offers had been
submitted for 40 tenders. Not one bid was submitted for 30 tenders,
and Arlovic wished to know for what prices had the concessions been
offered.
"Is it possible that radio stations at a county and local level are
being disabled in this bad financial situation," he asked.
The Lower House also discussed amendments to the law on the status
of refugees and displaced persons.
Croatian Party of Rights representatives motioned law provisions
to determine that displaced persons were not obliged to pay
compensation for the use of abandoned flats of houses allocated to
them temporarily.
The Parliament's Committee for Legislature, however, held that the
usage of flats or houses owned by a third person by displaced
persons and refugees should be subject to the provisions of the law
on ownership and other true rights, not regulations on legal and
binding relations.
