PARIS, March 10 (Hina) - During Wednesday's session in Paris, the Council of Europe (COE) monitoring committee adopted a draft resolution and draft recommendations on Croatia. These two documents, along with a report on Croatia's
fulfilment of its obligations, will be considered during the April session of the Council of Europe Parliamentary Assembly. The documents assessed that Croatia had met all commitments considering the adoption of fundamental acts or conventions of the Council of Europe. However, the draft resolution which will be forwarded to the Parliamentary Assembly and draft recommendations which will be handed to the ministerial committee pointed to several problems which cropped up when this should be included in Croatian laws or implemented in practice. PARIS, March 10 (Hina) - During Wednesday's session in Paris, the
Council of Europe (COE) monitoring committee adopted a draft
resolution and draft recommendations on Croatia.
These two documents, along with a report on Croatia's fulfilment of
its obligations, will be considered during the April session of the
Council of Europe Parliamentary Assembly.
The documents assessed that Croatia had met all commitments
considering the adoption of fundamental acts or conventions of the
Council of Europe. However, the draft resolution which will be
forwarded to the Parliamentary Assembly and draft recommendations
which will be handed to the ministerial committee pointed to
several problems which cropped up when this should be included in
Croatian laws or implemented in practice.
According to the monitoring committee, one of priority tasks of
Croatia is to alter its law on the State Judicial Council (DSV) and
make some changes regarding the strengthening of the independence
of the judiciary as well as to amend laws on the local self-
government and elections.
The committee, in cooperation with Croatian representatives to the
Parliamentary Assembly, agreed that deadlines for adoption of such
changes should be set for April and October this year.
The draft resolution called on Croatia to continue national and
international consultations on the further democratisation of the
electronic media.
The concluding point of this resolution proposed that the
monitoring of Croatia should continue and that the Parliamentary
Assembly should consider another report on this country in one
year's time, not later than April 2000 when the Assembly is to be in
the sitting.
Apart from Zarko Domljan and Count Jakob Eltz-Vukovarski who are
permanent members of the monitoring committee, Snjezana Biga-
Friganovic of the Croatian Social and Democratic Party (SDP) also
participated in the committee's discussion on Croatia, at an
invitation of the Parliamentary Assembly.
