HUS leaders said they would use the gathering of numerous state delegations as an opportunity to draw the international community's attention to the problems which Croatia's labour force was facing. Headquarters representatives said the rallies were not against Europe, but only against the arrival of Yugoslav President Vojislav Kostunica in Zagreb, and against the "servile behaviour of a part of the authorities who are receiving Kostunica before he has taken a stand on the aggression on Croatia and war damages."
