RACAN IS OPTIMISTIC ABOUT VOTING CONSTITUTIONAL CHANGES

ZAGREB, Oct 30 (Hina) - Croatian Prime Minister Ivica Racan on Monday said he was an optimist with regards to the adoption of constitutional changes in the Parliament. "I was and remain an optimist that the constitutional changes will be adopted in the Parliament. I am not avoiding the fact that they are a test for the ruling coalition and that it is very important that it passes the test," Racan told Monday's news conference. Racan refused to speculate about what might happen should the ruling coalition in the Parliament fail to pass with the draft constitutional changes. We shall see what to do next, he said. Racan refused to speculate about what might happen should the ruling coalition in the Parliament fail to pass with the draft constitutional changes. We shall see what to do next, he said. He recalled the Government did not motion any special position for itself, in the draft amendments, for solving the crisis in the Parliament. As regards the possibility of dissolving the Parliament and extraordinary elections, we do not wish any special role, he said. He stressed the Government wishes to contribute to the adoption of the constitutional amendments, because, he said, this was one of the important promises to Croatian citizens who asked for changes in the interest of a parliamentary democracy and the Government's accountability towards the Parliament. He assessed that the situation had not been helped by efforts to impose a battle of authority between the President and Government instead of having a discussion on the strengthening of parliamentary democracy. I did not and do not wish to take part in such a conflict, Racan said. He stressed that the Government was aware of the importance of problems they were solving to exit the crisis, to stabilise the economy, development perspective, and it was important that the Government has political conditions for performing these tasks. "If the Government should have problems within itself or would not have sufficient political predisposition to perform such a difficult task, we will not be able to do our job and in that case we will make our mandate available," Racan said. He expressed hope this would not occur. I hope this will not happen, but the possibility always exists if we are responsible people, he said. (hina) lml jn
