ZAGREB, Oct 3 (Hina) - Deputies of the six parties which make up the ruling coalition on Tuesday evening harmonised their views on most issues relating to draft amendments to the Croatian Constitution. The two remaining contentious
issues will further be discussed in coming days, the head of the Social Democratic Party (SDP) parliamentary bench, Mato Arlovic, told reporters on Tuesday evening after the meeting of the ruling coalition's MPs. One of those open issues is whether the Government can propose the dissolution of the national parliament. Much misunderstanding has arisen about this suggestion and I do not know why some accuse the Government of taking the right to dissolve the Sabor, Arlovic wondered adding that the proposal envisaged only that the Government could propose to the President of the Republic to dissolve the parliament and it is the President's decision what to

The two remaining contentious issues will further be discussed in
coming days, the head of the Social Democratic Party (SDP)
parliamentary bench, Mato Arlovic, told reporters on Tuesday
evening after the meeting of the ruling coalition's MPs.
One of those open issues is whether the Government can propose the
dissolution of the national parliament.

Another disputable moment relates to extraordinary situations for
the dissolution of the parliament, which opens up the possibility
for voters to be an arbiter in the matter. There are several models
which will be now discussed, Arlovic told reporters.
On the other hand, we have reached agreement on the question of a
parliamentary commissioner for defence and national security whose
task would be to supervise whether some parts of the army or
security services act in compliance with law.
It is on the six parties' members to harmonise the issue whether the
commissioner will be an independent (separate institution) or be
active within the ombudsman's office. The parliament is likely to
opt for the latter solution owing to the economy, Arlovic added.
The Sabor's upper house - the House of the Counties - is to discuss
the constitutional changes on Thursday and the House of
Representatives should start the debate on Friday.
