ZAGREB, Sept 28 (Hina) - The Croatian Sabor's Committee on the
Constitution, Rule Book and the Political System formulated a draft
on constitutional changes with a majority vote on Thursday.
Representatives of the Croatian Democratic Union (HDZ) voted
against because some of their proposals were not accepted.
After several sessions, the Committee today discussed only open
issues and decided to return discussions on the dissolution of the
Sabor and local self-government to the beginning. It is for these
regulations that alternative solutions have been proposed.
It is expected that the lower house will decide about the draft at
the end of next week, which is when a new round of public debate on
constitutional changes will start.
The House of Counties may but does not have to discuss the draft
because it only must voice its opinion on the initiative to start
proceedings for changes to the Constitution and on the final
draft.
The proposal by the Committee's president Mate Arlovic that the
Croatian National Sabor be renamed into the Croatian Sabor did not
receive enough votes.
