ZAGREB, July 3 (Hina) - At Tuesday's session, the Croatian government will discuss a formal motion to effect changes to the Constitution. The state's basic legal document was adopted in December 1990, and has to date been changed once, at the end of 1997. According to unofficial reports, the set of amendments to the Constitution would comprise two motions, one drafted by a task forces of the President of the Republic, the other by a coordination of the ruling six-party coalition. Both motions envisage that the President of the Republic remain supreme commander of the armed forces and participate in foreign affairs, and the abolishment of double responsibility on the government's part, to the President and to parliament. The President's task force has suggested that the House of Counties be dissolved, whereas the ruling coalition would keep it.
