LUXEMBOURG, June 12 (Hina) - A report of the European Commission, which will be considered by the European Union (EU) Council of Minister in Luxembourg on Tuesday, reads that conditions have been created for launching negotiations
with Croatia on the conclusion of a Stabilisation and Association Agreement. Recommending to the Council to open the negotiations with Croatia, the European Commission said it was ready to submit draft directives to the Council for conducting the talks with Zagreb. which will be considered by the European Union (EU) Council of
Minister in Luxembourg on Tuesday, reads that conditions have been
created for launching negotiations with Croatia on the conclusion
of a Stabilisation and Association Agreement.
Recommending to the Council to open the negotiations with Croatia,
the European Commission said it was ready to submit draft
directives to the Council for conducting the talks with Zagreb.
The Commission has prepared a 29-page study of feasibility in which
it assesses that democratic changes at Croatia's parliamentary and
presidential elections in Croatia marked a new beginning in
bilateral relations and made it possible for the EU and Croatia to
renew radically their ties and develop them.
The Commission report's most extensive chapter about parameters of
th Stabilisation and Association Agreement analyses economic,
legal and institutional aspects of Croatia's ability to meet
commitments for the future deal.
Reviewing the situation in the aforementioned sectors, the report
highlights the problem of the Croatian agriculture's adjustment,
and therefore the Commission announces that the EU will be ready to
accept initial privileges to th benefit of Croatia.
The Commission cites Croatia's restrictive measures for
foreigners' or foreign companies' attempts to acquire real estate
in the country. It also advises to Croatia to start adjusting its
legislation with European laws.
Considering the financial cooperation, the Commission said it had
recently proposed to the Council of Ministers that the European
Investment Bank (EIB) resume its activities in Croatia.
The economic and other aspects of the EU-Croatia cooperation will
enjoy the financial backing from a new EU fund for south eastern
European countries. Means which can be earmarked for Croatia from
this fund will be given for the implementation of the Stabilisation
and Association Agreement upon its conclusion.
