Vukovar that those earmarked funds "are not sufficient for the implementation of the programme for the return, but they present the positive engagement of the international community." Speaking at a news conference in the eastern Croatian town, this Serb politician advocated a more aggressive policy of Zagreb towards the international community "concerning raising funds for the implementation of the process of return." Pupovac maintained that about 60,000 Croatian Serb refugees would come back from Yugoslavia and Bosnia's Serb entity if conditions for the return were fulfilled. The Independent Democratic Serb Party's (SDSS) head and a member of
the Sabor, Vojislav Stanimirovic, spoke about the importance of the
adoption of a law on Vukovar. Stanimirovic held that it was also
necessary that Croatian state authorities offer greater assistance
for the recovery of the town's economy. For this purpose he proposed
measures such as cuts in duties and taxes and opening of favourable
credit lines for small businesses.
