ZAGREB, Nov 23 (Hina) - The Croatian parliament on Friday wrapped up a debate on a final bill on the execution of the state budget for 2002, which, according to Deputy Finance Minister Damir Kustrak, regulates the technical execution
of the budget. Opposition deputies made the adoption of the bill conditional on the adoption of an amendment returning childbirth allowances to their level in 2000. The benches of the ruling five-party coalition endorsed the bill but requested that the financial operations of units of local administration and self-government be defined better. Kustrak said the deputies "needn't worry about the functioning of local administration" because the bill was aimed at strengthening their financial discipline and not weakening their financial independence.
