PARLIAMENT POSTPONES DISCUSSION ON STATE BUDGET FOR 2002

ZAGREB, Nov 16 (Hina) - The parliament ended this week's session without placing a draft state budget for 2002 on the agenda. Because of the insufficient number of representatives, the draft will be discussed next Thursday, Speaker Zlatko Tomcic said Friday. The parliament discussed a public procurement bill, the first drafted according to European Union standards and guidelines. The bill regulates the process and terms of public procurement, and applies to everything purchased with means from the state budget and the budgets of counties, towns and municipalities, as well to everything purchased by public companies and those in which the state is a majority owner, and to extrabudgetary funds. The bill refers to various purchases worth 100 billion kuna. Under the bill, the monitoring of public procurement will be stepped up through an independent public procurement office and a procurement audit commission.

A national concession which in the past gave precedence to domestic tenderers, not necessarily domestic manufacturers, will be cancelled, but Finance Minister Mato Crkvenac said there were mechanisms which protected domestic manufacturers.
