public servants and announcing restrictions in the Labour Law, the
government has made it clear that it is going to cut citizens'
labour and social entitlements, the Independent Croatian Unions
(NHS) said on Thursday.
Prior to the start of collective bargaining, the Ivica Racan
Cabinet unilaterally terminated the valid collective agreements
for employees in state administration and the public sector.
Besides, it has drafted a basic collective agreement envisaging the
reduction of workers' rights in order to ensure the best possible
negotiating position in line with instructions of the
International Monetary Fund (IMF), NHS leader Kresimir Sever said
at a news conference.

sector, Sever complained.
The NHS, therefore, called on other union federations to stop
quarrelling and assume a joint stand towards the government and
