Prime Minister Ivica Racan rejected objections that his cabinet would like to take over the parliament's competence through the institute of decrees. Proposing the text of the act which would revoke the law under which the government had authorities to make decrees and by-laws, the government said that in case of very important reasons for the speedy adoption or change of some law, extraordinary parliamentary sessions could be convened during the summer or winter breaks. proposal to the parliament to rescind a law which allows the
government to regulate with decrees some issues from the Sabor's
domain.
At the government's session on Thursday, Prime Minister Ivica Racan
rejected objections that his cabinet would like to take over the
parliament's competence through the institute of decrees.
Proposing the text of the act which would revoke the law under which
the government had authorities to make decrees and by-laws, the
government said that in case of very important reasons for the
speedy adoption or change of some law, extraordinary parliamentary
sessions could be convened during the summer or winter breaks.
PM Racan reiterated that his cabinet had used this right to pass
decrees in a very restrictive manner. Since 3 January 2000 when it
came to power, the incumbent government made 10 decrees in
comparison to 444 decrees made during the HDZ authorities in the
previous ten years.
The law which enabled the government to make decrees was passed by
the Sabor last Friday. The passage of that document was marked with
great disapproval even from the ranks of the ruling parties.
The law on the government's authorities to make decrees is adopted
every year. This has been for the first time since 1991 that the
government asks for being completely stripped of such
authorities.
