GOVT. ADOPTS PACKAGE OF 10 SOCIAL RESTRICTION BILLS

ZAGREB, Sept 6 (Hina) - At the Thursday session, the Croatian government endorsed a package of ten bills intended to define social restrictions in the 2001-2002 period. The health insurance bill introduces an obligatory health service package, 90% of which will be paid from basic health insurance, while the remaining 10% will be covered by additional insurance. The bill also states the insured will cover a part of the cost for certain prescription drugs. Only children under 18 years of age, persons with the disability status of 80% and over, and persons whose income does not cross the income census will not have to pay for prescription drugs. The minimum amount paid for sick leave will also be decreased, from 80% of the average pay to 70%. The minimum amount paid for sick leave will also be decreased, from 80% of the average pay to 70%. Another proposition is the abolishment of the three-year maternity leave for twins and every child after the third one, thus decreasing the length of maternity leave to one year. The maternity leave monthly allowance for unemployed mothers will be 900 kuna per child, payable only through the first six months, while the amount stays the same - 1,600 kuna - for employed mothers. The eligibility for child allowance, payable for all children up to 15 years of age, or school children up to 19, will be established by examining the average income of the applicant. Children with medical problems would be eligible for child allowance until they turned 21, while children with a 100% disability would be eligible until the age of 27. The government also proposed a progressive decrease of privileged pensions in the amount ranging from 8-20 percent, as well as establishing the maximum amount for a privileged pension. For the veterans of the Homeland Defence War, a basic amount for calculating disability benefits has been set at the amount of 100% of the average monthly pay in Croatia for the previous year.
