Council of Europe believes that the passing of the electoral law is one of the crucial steps which leads Bosnia-Herzegovina to integration processes and European democratic countries' institutions. In a letter forwarded to the chairman of the Bosnia-Herzegovina Council of Ministers Zlatko Lagumdzija and president of the Bosnian House of Representatives Sead Avdic, Schwimmer expressed satisfaction with the step which will enable Bosnia-Herzegovina to organise its own elections. He also expressed hope the decision, which is yet to be confirmed by the Bosnian House of Peoples, would encourage the process of Bosnia-Herzegovina's joining the Council of Europe, initiated in 1995.(hina
