ZAGREB, June 20 (Hina) - President of the Independent Croatian Unions (NHS) Kresimir Sever told today's news conference Croatia is not ready for the new system of financing local government and self-government, and assessed that the
burden of new expenditure in local budgets would mostly be felt by Croatian citizens and workers. "Public expenditure which will be financed by units of local government and self-government as of July 1, will fall on the backs of citizens and workers who are even now carrying the burden of the difficult economic and social situation in the country," Sever said, adding the underdeveloped parts of the country would be especially burdened.
