Hekerup, said Thursday he will call general elections in this
Yugoslav province this year.
I have not yet set the date, but requested of the Organisation for
Security and Cooperation in Europe (OSCE) to begin with the
preparations, Hekerup told a news conference in Belgrade.
In the electoral preparations Serbs must be involved in the drawing
up of a framework constitution. Also, Serbs in Kosovo and those
'internally displaced' in Serbia (those who left Kosovo) must be
registered, he said.
Hekerup stressed that everything which could undermine the
sovereignty of Yugoslavia has been eliminated from the bases of the
constitutional framework which was drafted by a special Mission
working group.
Asked what he feels is the best result of today's talks with
Yugoslav President Vojislav Kostunica, Hekerup said the talks were
a progress towards the adoption of a legal framework in Kosovo as a
crucial step in involving Serbs, Albanians and others in the
process.
