ZAGREB, March 21 (Hina) - The proportional representation for local elections was outlined at the assumption that a political decision has been made on the matter, but some have vacillated, Croatia's Justice Minister, Stjepan
Ivanisevic, told the Sabor's House of Representatives on Wednesday evening, adding that there was no enough time for bigger changes in the model (until the forthcoming municipal elections). After hearing many objections for the proportional representation model, some of which were given by deputies of the six parties which make up the ruling coalition, Minister Ivanisevic told MPs that no model - either proportional representation, first-past-the-post or mixed electoral system - is perfect. However, he warned them that there was no much time for greater changes in the draft act on local elections. Owing to a lack of quorum, the lower house did not vote on this cat
