The Croatian People's Party (HNS) abstained from giving an opinion
on the matter, but will announce its opting in the afternoon hours,
following an ongoing session of the party's central committee.
Asked whether he expected the biggest opposition party and largest
party in the Upper House, the Croatian Democratic Union (HDZ), to be
a hindrance to constitutional changes, Racan replied in the
negative and stressed the ruling coalition was prepared for such
surprises.
The six parties' leaders today also discussed amending the
Electoral Law for the upcoming local elections. They agreed a
constant date should be set for local elections, on the model of
European countries, Racan said. Local elections would, thus, be
held in the second week of May, every four years, he added.
Most of the coalition's parties hold that local elections should be
held according to a clear proportional electoral system, rather
than the current mixed system.
The six parties concluded only county assemblies should make
decisions on county prefects, without any need for agreement from
state bodies.
