third entity in Bosnia-Herzegovina, the international community

the life of people in such an environment will not be easy at all,
OSCE Mission spokesman Luke Zahner said.
The establishment of an inter-cantonal council in the Croat-Muslim
Federation of Bosnia-Herzegovina, which, according to some claims
coming from the HDZ, can be established in areas with the majority
Croat population, would also be regarded as a form of the third
entity. Should such a council act as a political structure and
violate the legal system in the country, it would be considered
illegal and unconstitutional.
The Sarajevo media carried announcements saying the HDZ National
Committee will initiate the establishment of an inter-cantonal
council of the Croat-populated parts of Bosnia-Herzegovina at a
session in Mostar on Wednesday.
