organisations in Bosnia-Herzegovina warned the Croatian
Democratic Union of Bosnia-Herzegovina (HDZ) it must obey the
decision by the Constitutional Court and take part in the formation
of parliaments' house of peoples so as to avoid exclusion from legal
bodies of authority in Bosnia-Herzegovina.
The HDZ Presidency has decided the party would not participate in
the establishment of federal and state parliament houses of peoples
since the Constitutional Court refused to accept its complaint
about alleged violations of electoral regulations as stipulated by
the chief of the Organisation for Security and Cooperation in
Europe (OSCE) in the country, Robert Barry.
Party president Ante Jelavic holds Barry has breached
Constitutional provisions pertaining to the equal position of all
three constitutive peoples in Bosnia by changing electoral
regulations for representatives into the houses of peoples, which
was the foundation for the aforementioned complaint to the
Constitutional Court.
The Court has, however, proclaimed itself incompetent to make a
decision on the issue, since electoral regulations are exclusively
in the competence of the OSCE.
Spokesman for the Office of the High Representative to Bosnia-
Herzegovina Oleg Milisic called on the HDZ Tuesday to follow the
Constitutional Court's decision and participate in the creation of
state bodies. He asserted the party must clearly state it does not
want the creation of a third entity in Bosnia-Herzegovina, nor
parallel bodies of authority.
