In a statement issued after a session in Gracanica near Pristina the
Council requested that the security plan for Kosovo Serbs include
the return of part of Yugoslav army and police units as envisaged by
Resolution 1244 and the military-technical agreement from
Kumanovo.
The Council states that the security situation in Kosovo is still
difficult for local Serbs and condemns "the criminal behaviour of
Albanian extremists" as well as UN Civil Administrator Michael
Steiner's plan on the individual return of Serb refugees "because
it means that the process of return would take another 100 years".
The Council requested Steiner to urgently start working towards the
decentralisation of the authorities at all levels and supported a
decision by the Serb coalition "Povratak" not to participate in the
work of the Kosovo parliament due to a policy of discrimination
against the Kosovo Serbs.
The largest Kosovo Serb organisation has urged the international
community to demilitarise the Kosovo Liberation Army, which has
been transformed into the Kosovo Protection Corps. "The
transformation of that formation into Kosovo's military forces
could have far-reaching consequences for the stability of the whole
region," reads the statement of the Kosovo Serb National Council.
