had failed to win the presidency of Serbia in a weekend election because voter turnout was too low.

the Democratic Party of Serbia, Vojislav Kostunica, said on Monday
he did not accept election results showing he had failed to win the
presidency of Serbia in a weekend election because voter turnout

Kostunica said his party would file "all sorts of complaints" and
would turn to international organisations because the party
believes the elections were successful after all.
Kostunica blames the election results on the electoral census (a
regulation under which a half of the total number of registered
voters must come to the polls in the first round of the election) and
insufficient updated quality of the list of voters.
He holds the Serbian government and Prime Minister Zoran Djindjic
responsible for the situation. Kostunica said the Serbian
government and Djindjic "preferred chaos over order".
He accused the government of not wanting to build institutions,
stabilise the situation and establish the rule of law.
