The head of state said the maturity of democracy was measured by a
degree of protection of minority and vulnerable groups.
Mesic said due to unsolved political issues, Croatia was not among
countries which were entering the European Union, and added that
the country's standard was indisputably better than in some
candidates which would be admitted to the Union, but the standard
cannot be, according to him, the reason for not accepting a country
into the Union.
Mesic said that one of reasons why Croatia would not be admitted
into the EU in the first round was Zagreb's relations with the UN
Tribunal, and added that only those countries, in which everybody
was equal before the law, had their niche in Europe.
Another obstacles on Croatia's path towards the Union are many
pending cases in courts and the issue of restitution of property to
returnees, he added.
