ZAGREB, July 18 (Hina) - On the second day of the seminar by the Croatian Helsinki Committee (HHO) on the application of law to a fair trial, participants expressed doubt in the efficiency of the Constitutional Court in solving
appeals because of lengthy procedures, as well as dissatisfaction with the low compensation which was the only one the court has ruled so far.
ZAGREB, July 18 (Hina) - On the second day of the seminar by the
Croatian Helsinki Committee (HHO) on the application of law to a
fair trial, participants expressed doubt in the efficiency of the
Constitutional Court in solving appeals because of lengthy
procedures, as well as dissatisfaction with the low compensation
which was the only one the court has ruled so far. #L#
The participants of the seminar described as positive a new
constitutional institute by which the Constitutional Court is
obliged to make decisions on complaints because of the length of the
proceedings and rule on compensations if it establishes that the
proceedings lasted unjustifiably too long. This means that
citizens should first complain about the length of proceedings
before the Constitutional Court, and then in Strasbourg.
Most seminar participants believe that the Constitutional Court
sets small compensations for lengthy proceedings, and that the
amount of compensations should be harmonised with those made by the
court in Strasbourg.
